What can be brought into Romania

Before traveling to Romania, it’s important to know what items are allowed for import and in what quantities. Below, we’ll answer some of the most frequently asked questions, based on official regulations and general legal provisions.
What Food Can Be Brought Across the Romanian Border?
Let’s go through the most common food items travelers inquire about.
Honey
Honey is among the products whose import into Romania is prohibited. This restriction aims to prevent the introduction of bee diseases and pests that could adversely affect the local ecosystem and beekeeping industry. Consequently, regardless of the quantity, bringing honey into Romania is not permitted.
Chocolate and Chocolate Confectionery
There were previous restrictions on importing chocolate products, but these were lifted in 2021. You can now bring up to 1 kg of chocolate and chocolate-based products in their original packaging, as long as they do not require special storage conditions (e.g., refrigeration).
Condensed Milk
Condensed milk is classified as a dairy product, meaning its import into Romania is prohibited. No exceptions are provided under current regulations.
Grains and Cereals
Grains and cereals are not explicitly listed as restricted products, so they fall under the general rule allowing up to 1 kg of non-meat and non-dairy food products. However, it remains unclear whether this limit applies to the entire category or each type of grain separately. In most cases, customs officers consider each package individually.
Fruits and Vegetables
You can bring up to 3 kg of fresh fruits and vegetables. However, temporary restrictions may apply in response to pest control measures or other agricultural risks.

Which Medicines and Supplements Are Allowed?
The import of narcotic, psychotropic, and similar substances is prohibited unless they are required for continued medical treatment. In such cases, prior authorization from Romania's Chief Pharmaceutical Inspector is needed.
For personal use, travelers are allowed to bring up to 5 minimum packages of a specific medication. The medicine must be clearly labeled and identifiable.
Can You Bring Antibiotics?
There are no specific regulations for antibiotics, so general medication rules apply. You can bring up to 5 minimum packages of antibiotics.
What About Household Appliances?
There are no specific restrictions on household appliances, but travelers should consider two key factors:
-
The total value limit for imported goods.
-
Personal electronic devices (phones, laptops, tablets) intended for personal use and future re-export from Romania may be considered temporary personal belongings and thus exempt from customs restrictions.
Specialized equipment, including electronic devices with military or dual-use applications, is not classified as household appliances and is subject to separate regulations.
How Much Cosmetics and Perfume Can You Bring?
When bringing cosmetics and perfumes into Romania, it's essential to adhere to the general customs regulations concerning the value of goods. Air travelers are allowed to import personal items worth up to €430 without incurring customs duties. To avoid potential misunderstandings during customs checks, it's advisable to carry receipts or other documents that verify the value of these items.
Classifying Cosmetics as Personal Items
Cosmetic products can be considered personal items if they have been used and are carried in quantities necessary for personal use during your stay in the country. The final decision regarding the classification of these goods rests with the Romanian border authorities at the point of entry. Therefore, it's recommended to carry only the amount of cosmetics needed for personal use to ensure a smooth border crossing.
How Much Cash Can You Bring?
Travelers can bring up to €10,000 (or the equivalent in other currencies) into Romania without restrictions or declarations.
Cash includes:
-
Banknotes and coins that are legal tender.
-
Traveler’s checks, promissory notes, and other financial instruments.
-
Gold and platinum in bullion form, coins minted after 1850, and semi-finished products (excluding those used in dentistry).
If the total amount exceeds €10,000, it must be declared at customs upon entry into Romania.
By understanding these import regulations, you can avoid issues at the border and ensure a smooth, hassle-free journey.
